Who are home support workers?
According to data published by Citizenship and Immigration Canada, the Home Support Pilot provides personal and related care to the elderly, disabled and ill. The care is provided in the client’s home, where the worker may live. They may work for an agency or individual, or be self-employed.

The Process
Foreign nationals who have received a job offer as caregivers can apply for both programs, except in Quebec.
The process varies depending on the applicant’s circumstances and qualifying work experience. Note that this does not include experience as a foster parent or live-in caregiver.
If you already have more than 24 months of experience, you must provide proof of that experience. If you qualify, you may not need the 24-month application period.
At the time of application, the applicant is applying for a work permit at the same time as applying for permanent residency.
If they meet all the necessary requirements, they will be issued a temporary work permit related to their occupation. This allows any worker to work as a care worker as long as they are not on the government’s blacklist.
After the applicant has accrued 24 months of experience, they can submit proof of that experience and Canada will make the final decision.
Consider
Home support workers receive a work permit that allows them to work for any employer (they are not tied to an employer).
Applicants cannot apply for an extension of their work permit unless the authorized period is less than 36 months due to expiration of their passport or obtaining a new passport.
You must undergo two medical examinations: one before you receive your work permit and one after you gain the necessary experience. Your family members must also undergo a medical examination.
Candidates can accumulate experience from different employers, but not from different positions.
For example, if you worked full-time as a child care provider for two different employers, you can accumulate this experience, but if you worked full-time as a child care provider for one employer and as a home care worker for another employer, you cannot accumulate this experience. You cannot accumulate this experience if you have worked full time as a child care provider for one employer and as a home care worker for another employer.
If you have worked in this profession in Quebec, your experience will be taken into account, but if you are applying with less than 24 months experience, you should consider living outside the province to accumulate the necessary hours.
